Basically, the government. There was a coup after a world war a few years back, and the women of the Party of Words took everything over and created the division system. The current Prime Minister believes that all conflict should be fought with a different kind of weapon, and has us all fighting for territory outside of their walls in the center of Tokyo -- Chuuoku. The rest of us scrap like dogs for what we can hold onto in our own divisions.
[ ichiro doesn't seem to love talking about this, really - he's frowning, looking into the fire where he's roasting a marshmallow, sort of far away. ] They put out a different kind of weapon for men to fight each other with and confiscated all the guns.
